Biography:

Dr. Ellis is a senior social scientist and public policy analyst with major experience in government, industry, and higher education. He is expert in transportation studies, homeland security, and certain aspects of science policy and education policy.
In higher education, he has held tenured faculty positions at Howard University, the University of Michigan, and Northwestern University, has served as Associate Provost at the University of the District of Columbia, and is currently Professor of Political Studies at Washington Adventist University.

In industry, he has been a vice president and senior technical manager in a number of firms doing transportation research, systems development and maintenance, telecommunications engineering, education research, and program evaluation.
In government, he has served as a senior staff member of the House Committee on Homeland Security, a Senior Specialist in the Congressional Research Service, Acting Director of the Science Resources Studies Division of the National Science Foundation, and Associate Librarian (equivalent to a vice president) for Science and Technology Information of the Library of Congress.

Current Research or Professional Activities:

Current research is centered on sample surveys of U.S. Seventh-day Adventist political and religious views. Articles on this and an historical subject have been published in Spectrum and Adventist Review. Other interests include a study of the profound political and social implications of the weekly Sabbath, the Sabbath of years, and the Jubilee.

Past research has included studies for Congress of domestic terrorism, management practices of the Department of Homeland Security, interpersonal violence, higher education, tax reform, futures research, and many other subjects, while other research has included analyses of transportation and other infrastructure systems, a national study of family day care, studies of elementary and secondary education, and science policy, as well as a number of evaluations of national and local programs. He has provided expert testimony to Congressional Committees on ways to reorganize the Federal Government to meet the terrorist threat.

Consultancies have included the Congressional Black Caucus, National Science Foundation, U.S. Civil Rights Commission, National Collegiate Athletic Association, and the District of Columbia Public Schools.

Professional society membership is in the Adventist Human Subjects Research Association.
